South Australian livestock producers face tougher penalties and on-the-spot fines for mistreating or neglecting animals under changes to the state government's Animal Welfare Act 1985, introduced last month.
But according to Royal Society for the Prevention of Cruelty to Animals SA operations manager Ben Johns, farmers complying with the various industry codes of practice are safe from prosecution.
And Mr Johns says the organisation responsible for enforcing animal welfare laws is a "moderate voice", pursuing legal avenues with no extremist positions.
In recent years, there has been an increase in investigations each year by the RSPCA SA from 2600 reports in 2005-06, to 2700 in 2006-07 and 3200 in 2007-08.
But of these, only 1-2 per cent will progress to prosecution.
