RSPCA flexes on-farm muscle

South Australian livestock producers face tougher penalties and on-the-spot fines for mistreating or neglecting animals under changes to the state government's Animal Welfare Act 1985, introduced last month.

But according to Royal Society for the Prevention of Cruelty to Animals SA operations manager Ben Johns, farmers complying with the various industry codes of practice are safe from prosecution.

And Mr Johns says the organisation responsible for enforcing animal welfare laws is a "moderate voice", pursuing legal avenues with no extremist positions.

In recent years, there has been an increase in investigations each year by the RSPCA SA from 2600 reports in 2005-06, to 2700 in 2006-07 and 3200 in 2007-08.

But of these, only 1-2 per cent will progress to prosecution.

It is ludicrous and totally abnormal for a private charity to be responsible for any form of law enforcement. Especially when it has policies that actually oppose many of the intensive production practices like sow stalls, battery cages, rodeo events and the live export trade! These and other inherently cruel practices would be illegal under the Animal Welfare Act but for the special exemption codes of practice. The state government provides less than half the amount of money the RSPCA (SA) currently spends on law enforcement, the rest comes from public donations, and that isn't even enough. The wonderful staff and volunteers at the RSPCA are constantly stretched to breaking point and have nowhere near enough resources to properly inspect and monitor the huge number of farms, intensive production in particular, plus provide all the other services they do. But that's just the way the government, SAFF and all the animal ag industries want it so that they can continue to profit from cruelty. The RSPCA exists to protect animals. The law enforcement and inspectorate division should come under DEH Animal Welfare division and be fully funded by the state government with proper public accountability. The RSPCA should be left to do its real job as a charity - preventing cruelty and promoting kindness to animals through education, veterinary services, shelter and rehoming, and lobbying for legislative improvements. More RSPCA members should push for this to happen, for the benefit of all creatures great and small.

The RSPCA exists to protect animals. The fantastic staff and volunteers should be supported and helped to do just that and not be responsible for any form of law enforcement. This should come under the DEH Animal Welfare banner and be fully funded by the government. More RSPCA members should push for this to happen.

Funny the comments on here . The rspca Qld allows aerial culling of brumbies in qld by the govt after the NSW rspca took the NSW govt to court for cruelty and won because the NSW rspca proved through photos and video the large number of wounded animals. Further, the Qld rspca has aplied to ALL pet shops in qld to be an outlet for rspca to sell their homeless animals at a income for rspca and nil for shop owner. QLD RSPCA you go against all other state rspca and do so for a dollar. Hypocrites. I bought my last rspca mint years ago.

The RSPCA has got too big for its boots in recent times, what with making money out of Egg Endorsements when many buyers wouldn't know about the extra costs added to these eggs.

It might give the buyer a warm fuzzy feeling but they need to watch that the RSPCA doesn't relax its rules.

This is another RSPCA grab for more power and $. RSPCA Qld incorporated in December 1999 and are a business trading in pets – Federal Court Decision. RSPCA Qld have police powers to seize property using warrants and charge people under the Justices Act. Defendant’s Negotiated settlements can be payments of as much as $300,000. Enter a person’s property, take their property then make them pay such that they lose their home and everything they worked for and accumulated in their long hard working lives. Google “ruth downey” or “rspca dark side”.

This RSPCA “approved farming scheme” will creat more opportunities for RSPCA to exploit their Policing Powers for $. This should be a warning to every farmer – do not participate, it will make you vulnerable to being exploited by RSPCA for $hundreds of thousands. RSPCA has convinced government into giving them an Act of Parliament to administer without any supervision – The Animal Care and Protection Act 2001. Google “Stanford prison experiment” to see what happens to a small group given policing powers without supervision – they go rogue. Then Google “rspca corruption” or “ruth Downey” or “rspca poodles” or “rspca dark side” to learn how rogue RSPCA have become.

RSPCA is a “Stanford Prison Experiment” with a money motive let loose on the community by Government. It will fail and eventually be revealed as corruption of the worse type. Google “flying pig” to see how ridiculously and extreme RSPCA are in their abuse of their power. With Ruth Downey they shot and killed her healthy cows, many were feeding calves and there was hay there to feed them, then had her found guilty of animal cruelty and fined Ruth Downey $300,000. RSPCA Qld kill 12,000 dogs a year and say they care for animals. There are cases where RSPCA have seized every animal owned and cared for by an old lady, killed all of them, then charged her with animal cruelty and negotiated out of court settlements where RSPCA get a $200,000 payment.

Looks like the RSPCA boss - second from left - has opened his first envelope because things are getting problematic for him. He is complaining about negative comments about RSPCA on the Internet Google "rspca corruption" or "rspca poodles" or "stanford prison experiment" to find out more. The two envelopes: The then priminister Bob Hawk left Paul Keating two envelopes. The first to open when things got bad for him. The second for when things got really bad. When he opened the first it, it said "blame everyone else for your problems" which of course Paul Keating did. When things got really bad he opened the second envelope which said "prepare two envelopes" The Boss at RSPCA is not far from getting the sack!
